Botoșani County lies on the European Union's border with Ukraine and the Republic of Moldova and has 392,821 residents. For decades, investors passed it by: no motorway, no gas in the north, no 400 kV transmission grid. The road, gas and power infrastructure that changes this is approved, in preparation or under construction, with the dates taken from the documents. Why Botoșani: six reasons

A location that is becoming an asset
Botoșani is Romania's north-eastern corner, on the European Union's external border with both Ukraine and the Republic of Moldova. A county road being rebuilt with EU funds leads to the Rădăuți-Prut crossing into Moldova, a second crossing operates at Stânca–Costești, and the Racovăț–Diakivți crossing into Ukraine, currently open to passenger traffic only, is to be upgraded for freight. As Moldova moves towards EU membership and Ukraine rebuilds, the county sits on the route.

Power on a scale the county has never had
The new 400 kV Suceava–Bălți transmission line crosses eleven of the county's communes. The county's first 400/110 kV substation, at Bălușeni, is scheduled by the transmission system operator for 2030; in February 2026 the county council approved the partnership protocol with the commune and the two grid companies. Eurowind Energy holds grid-connection approval for 1,188 MW of wind capacity across nine localities in the north: eight communes and the town of Darabani. For the first time, energy-intensive industry becomes possible here.

Gas, at last
Săveni, Darabani and Ștefănești have never had natural gas. Three pipelines, declared of national importance by the Government in July 2026, will bring it there; the transmission operator put the pipe materials out to tender in September 2026. Fibre-optic cable will be laid along the same route.

The motorway link
The A7 motorway, the north–south backbone of north-eastern Romania, will run just west of the county. The Botoșani–Suceava expressway will connect to it at Salcea, the Botoșani ring road is under construction, and the Dorohoi bypass has an approved feasibility study. A county that was once a detour is becoming a destination.

Land and industrial parks
In 2026 the county council and five towns set up a county development company for industrial parks. The first sites are at Săveni, Ștefănești, Dorohoi and Darabani, along the route of the new gas pipelines, and six zones have been identified across the county: land where the utilities are on their way.

An administration that speaks the language of business
The president ran an engineering group for three decades before entering public office. The council has shifted money from running costs to development, and every project funded under Romania's EU Recovery and Resilience Plan was closed out ahead of the deadline. Investors deal with a single point of contact: the president's office, which brings mayors, utility companies and permitting authorities to the same table.

Who you will be dealing with
Valeriu Iftime has been President of Botoșani County Council since October 2024. Before entering public office, he spent three decades building and running an engineering group in energy and district heating, with projects across Romania, and he chaired the county's Chamber of Commerce. He came to the council with one stated economic priority: without jobs the county has no future, and without roads, gas and water there are no jobs. The county's 2025 budget allocated about 40% to development, and all of the county's projects under Romania's EU Recovery and Resilience Plan were closed out ahead of the deadline.

Botoșani ring road, phase 1
Takes heavy traffic out of the city and gives direct access to industrial land. The works contract was signed in July 2026, with 24 months to complete.

Three natural-gas pipelines for the north of the county
The first gas supply for Săveni, Darabani and Ștefănești, declared a project of national importance. The pipe materials were put out to tender in September 2026.

400/110 kV substation at Bălușeni, the county's first 400 kV (extra-high-voltage) node
Today the grid stops at 110 kV, so large energy projects cannot connect. A substation on the new Suceava–Bălți line changes that.

Regional water and wastewater programme

A 43 km drinking-water main from Hănești to George Enescu, serving six communes and the town of Săveni. The design is complete and updated; funding is being sought.
